Applicants must own and occupy the home, lack affordable credit elsewhere and satisfy USDA's income and rural-address rules. A Lincoln County address does not automatically qualify. Some application-resource wording remains narrower than the overview; ask USDA to confirm which rules apply to your household.
The page lists loans up to $40,000 at a fixed 1% over 20 years, lifetime grants up to $10,000, and combined assistance up to $50,000. Grants must be repaid if the property is sold within three years.
